Project Overview:
Improvement and reconstruction of roughly 0.55 miles of High Rd., from approximately 445’ north of Spring Hill Dr. to Greenbriar Rd. The entire segment is intended for complete reconstruction and conversion to an urban section with a new surface. (Click to enlarge the map on the right)

High Road Reconstruction: Meeting Recap
If you weren’t able to attend the January 28 public input meeting, here’s a quick overview of what was shared and discussed. This summary is provided for general information only and is not an official transcript or formal meeting minutes.
The City of Middleton is planning a full reconstruction of High Road to address aging pavement, improve safety, and update drainage along this important north–south corridor. City staff and engineers walked through the project limits, early design concepts, anticipated costs, and the overall timeline, and residents had the opportunity to ask questions and provide feedback
This project goes beyond a simple repaving. Plans include rebuilding the roadway for long-term durability, improving bike and pedestrian accommodations and turning movements, and upgrading stormwater features to better manage runoff and protect nearby wetlands. The project is still in the early planning and design phase, and no final decisions have been made. Feedback from the meeting will help guide the design as it continues through committee review in 2026, with construction currently anticipated in summer 2027.
What’s Changing:
--High Road will be fully rebuilt, not just resurfaced.
--Safety improvements for drivers, bikers, --and pedestrians.
--Updated stormwater and drainage features.
--Design refined using public input.
What’s Not Changing
--This is not a new road or major expansion.
--Construction will not begin in 2026.
--Final design details are still being developed.
