Housing Action Plan
On April 15, 2025, the Middleton Common Council adopted a resolution to extend the life of Tax Increment District (TID) #3 to use the final year of increment to establish an Affordable Housing Fund. Over the past year, the Community Development Authority and the Workforce Housing Committee have developed a plan for how the fund could be used to improve housing affordability in Middleton.
The Housing Action Plan outlines an ambitious yet realistic vision for what can be accomplished through this fund. The plan is informed by best practices from neighboring communities and is consistent with the Dane County Regional Housing Strategy. The intent is for Middleton’s Affordable Housing Fund to serve as a long-term, ongoing resource to support housing affordability initiatives in the City.
Public input played an important role in shaping the plan. The City hosted two open houses, a public survey, and pop-up info booths at the Senior Center and Library. A summary of public input can be viewed here:
