Call to Order
Chairman Paul Kinne called the meeting to order at 7:05 p.m.
Roll Call
Present: Paul Kinne, Moses Altsech and Terri Gureno
Absent: Patrick Sheehan and Laura Albert
Approval of Minutes
1.) Approval of the July 22, 2019 Middleton Police Commission Minutes
Moved by Altsech, seconded by Gureno to approve the July 22, 2019 Middleton Police Commission Minutes. Motion Passed. 3-0.
Public Comment
There was no public comment.
Convene into Closed Session
Moved by Altsech, seconded by Gureno to convene into closed session at 7:06 p.m. Motion Passed. 3-0.
1.) Convene into Closed Session in accordance with Section 19.85(1) c of the Wisconsin State Statutes to consider issues of employment including recuritment and selection for the position of Police Chief
Laura Albert joined the meeting during closed session at 7:08 p.m.
Convene into Open Session
Moved by Altsech, seconded by Gureno to reconvene into open session at 7:40 p.m. Motion Passed. 4-0.
Duties
1.) Position Description
The Police Commission directed staff to share the position description and recruitment announcement with prospective public sector recruitment firms.
Pay
1.) Salary Range - Chief of Police
Moved by Gureno, seconded by Albert to recommend to the Common Council a salary range of $115,000 to $135,000 for the position of Police Chief. The Commission provided the direction that other benefits be negotiated by the City Administrator and be reflective of the qualifications of the selected candidate.
Process
1.) Recruitment Process
The Police Commission directed staff to proceed with seeking proposals from qualified public sector recruitment firms to assist with the recruitment of the position of Police Chief. They recommended to the Common Council that savings due to staff vacancies be considered as a funding source for these services.
2.) Establish Timeline
The Police Commission communicated a strong preference to have the recruitment process completed by January 31, 2020.

Moved by Altsech, seconded by Albert to defer. Motion Passed. 4-0.
Adjourn
Moved by Albert, seconded by Gureno to adjourn at 7:56 p.m. Motion Passed. 4-0.
