Call to Order
Chairperson Sullivan called the meeting to order at 6:01 p.m.

Budget
1) 2022 Department Budget Requests
Municipal Court
Ben Schulenburg, Municipal Judge, presented the Municipal Court operating budget request.

Library
Jocelyne Sansing, Library Director, presented the 2022 operating and capital budget requests for the Middleton Public Library.

Planning/CDA/Transit/Airport/TIF Districts
Abby Attoun, Director of Planning and Community Development, and Mark Opitz, City Planner and Zoning Administrator, presented the 2022 operating and capital budget requests for Planning, Community Development Authority, Transit, Airport, and the City’s Tax Increment Financing (TIF) Districts.

Information Technology
Drew Montour, Information Technology Manager, presented the 2022 operating and capital budget requests for Information Technology.

EMS
Steve Wunsch, EMS Chief, presented the 2022 operating and capital budget requests for EMS.

Parks, Recreation, Forestry, Conservancy Lands, & Youth Center
Matt Amundson, Director of Parks and Recreation, and Rebecca Price, Assistant Director for Recreation, presented the 2022 operating and capital budget requests for Parks, Recreation, & Forestry, Conservancy Lands, and the Youth Center.

Council, City Administrator, Administrative Services, Elections, Transfers, Contingency & Other
Mike Davis, City Administrator, and Bill Burns, Assistant City Administrator/Finance Director, presented the 2022 budget requests for Council, City Administrator, Administrative Services, Elections, Transfers, Contingency, & Other.

ARPA-Funding Projects
Mr. Davis and Mr. Burns provided information on the projects proposed to be funded with American Rescue Plan Act (ARPA) funds. Staff has made an initial evaluation of the potential eligibility category for each project. The City has received a proposal from the City’s auditors with Baker Tilly to provide an analysis of the proposal with additional information on eligibility and potential audit risks. That proposal will be going to the Finance Committee and Council for consideration on September 21.

Kelly Hilyard, Sustainability Coordinator, provided additional information on the proposed project to fund Energy Efficiency & Solar projects in Naturally Occurring Affordable Housing (NOAH).

Members of the Committee asked staff to follow up on several items:
• Provide additional detail on expenditures of the Sustainability Committee
• Review the level of the backstop for the MSBC batting facility loan
• Check on any potential concerns related to the subpoena of election machines
• Provide additional detail on the number of employee offboards and the current process
• Survey area municipalities regarding current elected official compensation

Motion by Ramsey, seconded by Olson, to adjourn the meeting at 9:08 p.m. Motion Passed. 4-0.
