Combined Notice No Significant Impact on Environment / Notice of Intent to Request Release of Funds

The City of Middleton has received a $3 million Community Development Block Grant (CDBG) - Disaster Recovery (DR) grant. The grant requires an Environmental Review process, which has resulted in a Finding of No Significant Impact. The City intends to request release of funds. The City of Middleton has published a combined notice in the Middleton Times Tribune on 05/18/23. The grant will be used to support 52 new multi-family workforce housing units in Middleton at 6908 Century Avenue. 

A finding of no significant impact has been made for this project for the following reason: an environmental assessment has been completed and any adverse impacts can be mitigated following correspondence with the appropriate laws, authorities, and agencies. 

All agencies, groups or individuals disagreeing with this decision are invited to submit written comments to: Middleton City Hall, Attn: Abby Attoun, 7426 Hubbard Avenue, Middleton, WI 53562 or emailed comments to aattoun@cityofmiddleton.us. Such written comments should be received on or before Friday, June 2, 2023. All such comments will be considered, and the City of Middleton will not request the release of federal funds or begin the project prior to such date. 

On or about Saturday, June 3, 2023, the City of Middleton will request the Division of Energy, Housing and Community Resources (DEHCR) to release Community Development Block Grant (CDBG) funds under Title I of the Housing and Community Development Act of 1974 (PL 93-383) as amended for this project.
